Every person living in Ontario, when faced with a serious illness, should have the opportunity to:

Promote a societal culture change around palliative care

  • Educate health professionals, patients and others to promote a shared and positive understanding of palliative care
  • Build the “brand” of palliative care by promoting it as an essential element of good quality care
  • Normalize death, dying, loss and bereavement
  • Promote palliative care as appropriate across the cancer journey

  • Ensure that every patient has access to effective symptom management (promote the spread beyond RCCs)
  • Ensure that every patient has the opportunity to discuss goals of care and ACP
  • Improve access to palliative care in FNIM and other underserved populations

Increase the health system's capacity to deliver palliative care

  • Ensure access to the 3 levels of palliative care
  • Facilitate the integration of palliative care across settings
  • Advocate for appropriate human resourcing
  • Drive adoption of palliative care competencies
  • Drive change in RCCs to ensure appropriate services are in place
  • Develop meaningful quality measures to drive quality palliative care

Partnering to Transform Palliative Care in Ontario

While we have an important role in transforming the delivery of palliative care in Ontario, we cannot do it alone. The Provincial Palliative Care Committee carries out much of our program work. This group includes palliative care leaders from each of the 14 regions in the province, and the provincial head of palliative care. 

We and our partner organizations formally committed in 2011 to work together to advance the delivery of palliative care for Ontarians, as documented in Advancing High Quality, High Value Palliative Care in Ontario: Declaration of Partnership and Commitment to Action (PDF). In 2012, the Hospice Palliative Care Provincial Steering Committee was established to lead the implementation of the initiatives outlined in the Declaration document. This work is aligned with broader provincial initiatives.
